Leveling of settlement is considered as a convenient method to distribute all kinds of services and facilities. In connection with the granting of certain hierarchies can represent different population thresholds for each of them. In this connection, whatever, we move from the lowest level of service above the threshold population size and specialized service grows until it eventually will more specialized services with thresholds higher than urban network. Lack of access and poor distribution of services, facilities and infrastructure in the rural settlement around Oshtorinan city. Due to the performance characteristics and is influenced by internal and external forces of the Space Settlement, the appropriate servicing and rural development as well as having an ordered and hierarchical settlement in this area is difficult. In this study, using descriptive research method- analytical of ware using Arc GIS surfacing of each village took place, So coming up with a coherent and integrated planning gin equitable distribution of the population according to the brink of a rural settlement the area of a regular network achieve a sufficiency hierarchical.
