In this study, by a practical purpose, the level of urban resilience of the 5th district of Tehran was evaluated against environmental crises, including earthquakes, floods, and subsidence. At first, through field observations, library studies and interviews, effective parameters in resilience were prepared and categorized into 4 criteria and 37 sub-criteria. By ANP, the weight of the parameters were obtained and an information layer (map) was prepared for each parameter in ArcGIS software; The weight of each parameter in the layer was multiplied and a new map was produced. Next, layers were superimposed by fuzzy operators. By OLS regression, the best operator for superimposing layers was identified. Next, by the TOPSIS technique, the neighborhoods were ranked in terms of resilience level, and finally, the neighborhoods were clustered using the k-means method. The results of the network analysis showed that the socio-economic criterion with a fuzzy weight of 0.45 is the most important in the resilience of the 5th district of Tehran. In terms of socio-economic criteria, slum living and strength of houses; in the physical-infrastructural criterion, the type of land use; In the natural criterion, flood risk and in the accessibility criterion, access to service centers are the most important in resilience. Shahin, North Janat-Abad and Al-Mahdi neighborhoods, the high strength of houses and the absence of slums, Distance from Mesil, away from industries and pollution, suitable open space and optimal access to service centers, are the most resilient, and Ekbatan, Bimah and Ken neighborhoods are the least resilient.
